SYNOPSIS

NCP 2030 is developed by the Ministry of Works and its agencies with a wider scope, more comprehensive and multiple perspectives of construction industry roadmap and through a series of engagements with industry players, industry experts, government agencies as well as relevant stakeholders;

NCP 2030 was launched by the Right Honourable Ismail Sabri Yaakob, Prime Minister of Malaysia on 9 November 2021 in conjunction with the 21st edition of the annual International Construction Week (ICW) 2021;

Themed ‘Digitalising the Construction Sector’, NCP 2030 will guide the continued reinvention and revitalisation of the Malaysian construction industry, towards becoming one that is internationally respected and competitive; and

NCP 2030 consists of Six (6) thrusts;

•  Thrust 1: Elevate Quality and Safety in Project Performance;

Concept: Strengthen quality and safety in construction project to create a single synergistic total project performance system for improvement of quality and safety.

Outcome: Development of a synergistic system in the overall construction project implementation.


•  Thrust 2: Embrace Sustainable Built Environment;

Concept: Develop sustainable construction chain to ensure that the environment is well protected to ensure national and international sustainability commitments are applied in all aspects of national construction development.

Outcome: Sustainable development throughout the life cycle of the construction sector to be aligned with the Sustainable Development Goals (SDGs).


•  Thrust 3: Improve Construction Productivity;

Concept: Encourage strategic human resource development in an effort to increase its productivity to embrace new technology in increasing construction productivity. Outcome: Transformation of construction training institutions while reducing dependence on foreign workers.


•  Thrust 4: Strengthen Infrastructure Maintenance;

Concept: Assist in designing and managing of a complete cycle of construction in Malaysia and to provide an economic boost with the creation of new opportunities for sector players.

Outcome: Infrastructure maintenance as a new focus for economic activities.


•  Thrust 5: Internationalisation and Competitiveness; and

Concept: Strengthen internationalisation and competitiveness and enhance the capacity of local sector players to comply with international standards.

Outcome: Stabilising the balance of payment in construction sector.


•  Thrust 6: Strengthening Good Governance and Adoption of Best Practices.

Concept: Ensure that the construction sector upholds the values of good governance to meet the needs of the society while optimising all resources including protection of the environment.

Outcome: Strengthen governance and best practices to ensure quality service delivery.


BIODATA OF SPEAKER

YBhg. Dato' Wira Wan Ahmad Uzir graduated from Universiti Putra Malaysia (UPM) in 1985 with Diploma in Agriculture. He subsequently graduated from International Islamic University of Malaysia (IIUM) with Bachelor of Economy in 1991 before he pursued his studies in Master Science (Management) in 2004 from the Universiti Utara Malaysia (UUM).

YBhg. Dato' Wira Wan Ahmad Uzir had spent 27 years serving in civil service where he first embarked his professional career as an Administrative and Diplomatic Officer in 1995, as an Assistant Director in Economic Planning Unit (EPU) of the Prime Minister’s Department.

He had immense working experiences in various Government agencies such as Road Transport Department Malaysia (JPJ), Department of Agriculture, Ministry of Domestic Trade and Consumer Affairs, Ministry of Agriculture as well as Ministry of Health.

YBhg. Dato' Wira Wan Ahmad Uzir currently holds the position as the Secretary General of Ministry of Works (KKR).

Due to his remarkable contributions in his service, YBhg. Dato' Wira Wan Ahmad Uzir was awarded with Anugerah Perkhidmatan Cemerlang in 2008 and 2011 respectively. He has also been conferred with several state awards including Pingat Mahkota Perlis (P.M.P) (2002), Pegawai Bintang Kenyalang (2012), Sijil Kepujian (2013), Ahli Mahkota Kedah (2015), Darjah Indera Mahkota Pahang (DIMP) (2016) and Panglima Mahkota Wilayah (2019).
