SYNOPSIS

Malaysia is committed to cutting the GHG emission intensity by 45% by 2030 relative to the GDP emission intensity in 2005. To support this objective, the government via Suruhanjaya Tenaga has initiated regulations, standards, and incentives to get the industrial and commercial sectors to support the goal.

The energy efficiency promotion in Malaysia started in 1996 with the implementation of the 7th Malaysia Plan. Various initiatives have been implemented. The initiatives are as follows:

• In 2008, the government introduced and enforced the Efficient Management of Electrical Energy
   Regulations (EMEER).
• In 2013, Suruhanjaya Tenaga has introduced the requirements of Minimum Energy Performance
   Standards (MEPS) Standards and Labelling of domestic appliances.
• The government has prepared the National Energy Efficiency Action Plan (NEEAP) 2016-2025
   which paved the way for a more strategic plan to reduce the demand for electrical energy
   utilizing the existing regulations and policies.
• Under the 11th Malaysia Plan, a program known as the Energy Audit Conditional Grant (EACG)
   2016-2020 was implemented to encourage the industrial and commercial sectors to support
   energy efficiency initiatives.
• Introduction of the Building Energy Intensity labeling program in government buildings.

The speaker shall share the success and challenges that he has faced in implementing the various initiatives under Suruhanjaya Tenaga.


BIODATA OF SPEAKER

En. Zulkiflee Umar, Deputy Director of Energy Efficiency & Conservation, Department of Industry Operation, Energy Commission Malaysia. Begin his career with Energy Commission Malaysia in 2005 in the Legal Department performing enforcement tasks under the Electricity Supply Act 1990 and Gas Supply Act 1993. Shift to the Department of Gas Development and Regulation of Energy Commission Malaysia in 2008 performing tasks related to the safety of gas installations. In 2012, appointed as the Deputy Director of Energy Efficiency & Conservation performing the following duties and responsibilities:

• Enforcement and promotionof the Efficient Management of Electrical Energy Regulations
  (EMEER) 2008.
• Minimum Energy Performance Standards (MEPS) Requirements for domestic and industrial
  appliances.
• Registration of Registered Electrical Energy Manager(REEM) and Energy Service Companies
  (ESCO)
• Promotion of EnergyAudit and Retrofitand Energy Performance Contracting (EPC).
• Energy Efficiency Projectand Financing activities.
• National Energy Efficiency Action Plan (2016-2025).
• Energy Efficiency and Conservation activitiesin Malaysia.
• Building Energy Labellingprogram for Government Buildings.
