SYNOPSIS

In Occupational Safety and Health (OSH) management, the normal practice is that most OSH Management has been focusing on management and human-centered management. However, current studies are showing that design and technical failure are the major contributions that cause accidents. Hence, due to the current focus in OSH Management which is depending safety measures that are less reliable (management and human-centered management), there are higher chances for accidents to occur. This is in alignment with the Normal Accident Theory (NAT) by Perror (1984), where the accident is the inevitable outcome in a complex system that might have a prompt and major impact on another. Therefore, in order to reduce the chances of accident occurrence, more basic and reliable safety measures are required in complex systems, rather than less reliable ones (i.e. add-on safety measures). Hence, in this session, the speaker will share the basic concept of Prevention through Design (PtD) and how to apply the concept to prevent accidents from occurring.


BIODATA OF SPEAKER

Dr. Kamarizan Kidam is a lecturer at the Faculty of Engineering, Universiti Teknologi Malaysia (UTM) since 2000. He received his Doctor of Technology from Plant Design Research Group, Aalto University, Finland. Previously, Dr. Kamarizan is an OSH practitioner and a competent person as Safety and Health Officer under OSHA 1994. He has more than 10 years’ experience as SHE Engineer in the industry. His expertise covers risk management, loss prevention, prevention through design and safe by design. He is also well versed in the latest legislation and standards applicable in Malaysia and internationally. In addition, he has vast experiences in development, management, implementation, and administration on all matters related to occupational safety, health and environment (OSHE). He also been involved in the OSHE consultancy with various government departments & agencies including Department of Occupational Safety and Health (DOSH Malaysia), Social Security Organization (SOCSO Malaysia) and Construction Industry Development Board (CIDB Malaysia). He has previously led the research team of UTM in developing the training module and duty holders’ guidance for OSHCIM based on Prevention though Design (PtD) concept. Currently he and UTM team actively providing training and dissemination of PtD and OSHCIM concept among practitioners in Malaysia.
