SYNOPSIS

Independence, Malaya and then Malaysia had undergone many changes in the design of commercial vehicles. This includes changes in vehicle technology, increase in load carrying capacity, and increase in safety requirement as demanded by the authority. The changes are necessary in order for the nation to catch up with rapid changes in supply and demand, the call by the transport industry to make transportation more cost effective and safer. This update focuses on changes in technology that bring about the increase in load carrying capacity or, Berat Dengan Muatan (BDM) and safety requirements.


BIODATA OF SPEAKER

Dato Ir. Foong Choy Chye is a practicing Mechanical Consulting Engineer and Principal of FCC Consulting Engineer. He is also the Managing Director of MV Teknik Sdn Bhd. His area of speciality is in the field of road transport engineering and automotive engineering. He graduated from Tunku Abdul Rahman College with Diploma in Technology (Automotive) in 1980. In parallel, he sat for and passed the Engineering Council UK Graduate Examination and thus eligible for registration with the Board of Engineers Malaysia as Professional Engineer with Practicing Certificate as well as registered with Road Transport Department for vehicle plan submissions, vehicle modifications, vehicle supervisory and consultancy works.

In his 38 years in the road transport engineering as well as automotive engineering, he had extensive experience in commercial vehicles that include trucks, semi-trailers, tippers, machineries, road transport rules and regulations, vehicle standards and codes of practice.

Dato Ir. Foong is a member of Technical Committee Commercial Vehicles, Jabatan Standard Malaysia to formulate Malaysia Standard for commercial vehicles. He is a Panel Member to the National Occupational Skill Standards (NOSS) for Remanufacturing and Automotive After-sales Servicing. He is also a member of Independent Investigation Panel appointed by the Minister of Transport for "Bus Crash at KM 15, Cameron Highlands-Simpang Pulai Road on 20 December, 2010" and "Bus Crash at Genting Highlands-Kuala Lumpur Road on 21 August, 2013". Dato Ir. Foong also serves as Industry Expert Advisory Panel members to Universiti Teknologi Malaysia and Tunku Abdul Rahman University College, appointed as the Evaluation Panel Member to the Engineering Accreditation Council (EAC) of the Board of Engineers Malaysia and was the Council Member of IEM for the Session 2017-2018, 2018-2019, 2019-2020.
