SYNOPSIS

In any manufacturing companies there will be a number of emergency situations which could arise during the operation. Often such emergency happens when you least expect it in this respect being PREPARED for such situation in very important to mitigate the loss to life and property. There are statutory regulations which impose upon manufacturer to put in place a very specific emergency like for example:

  Manufacturer is categorised as a DESIGNATED building under the Fire Services Act 1988
     -  Fire Services (Fire Certificate) Regulation 2001 an Emergency Response Team must be
        formalized.
  Manufacturer under Occupational Safety and Health
     (Control of Industrial Major Accident Hazards) Regulation 1996 requires On-Site Emergency
     Plan hence various Emergency Response Team must be formalized.

From this course manufacturer would understand their strength and weakness when face with an emergency situation. Therefore, a review of the existing Emergency Response Teams would be deliberated and suggestions provided to enhance their respective teams.

Objectives
-  To comply with regulatory requirements when Emergency Response Teams are put in place
-  To ensure the Emergency Response Teams are effective when carrying out their duties
-  To maintain records of drill and training for review by Authority Having Jurisdiction.

Upon completion of this program, participants will:
•  Understand the statutory requirements related to emergency situations
•  Understand that the hazards which give rise to DIFFERENT types of emergency situation.
•  Understand their respective role during the emergency situation

Acts and Regulations state the need of EMERGENCY Response to save guard the occupants.
Basic Risk Management Process to identify the various areas. List of Emergencies which could arise from the operations.

Identify the Fire and Explosion Risks (Hazards) in the Plant at each of the participant’s section Understanding the Active Fire Systems in the Manufacturing Plant
-  Portable Fire Extinguishers, Hose Reel system, Wet Riser, Hydrant Ring Main  and Sprinkler
-  Gaseous Suppression System for Data Centre, Electrical & Transformer  room
-  Formalize the ERT team
-  Specific functions of each team member
-  Practical classroom session will be carried out by individual team members

Identify the Chemical storage areas – Chemical register and Spillage area
Select the Fire Team members to be Chemical spillage control team
-    Specific functions of each team member

Spillage kit to control and contain the spilled chemicals
Formalize the Evacuation team (fire incident and chemical spillages


BIODATA OF SPEAKER

Ir. GARY LIM ENG HWA
BE(Mech.) NZ, Mgt Dip. FIEM, P.Eng, Asean Eng.

Ir. Gary Lim is an experienced and qualified Professional Engineer with over 20 years of manufacturing experience in these areas; Industrial Engineering (Work Study), Project Management, Maintenance, Production and Factory Management. The 20 years of his work spanned over various industries namely industrial chemicals, diary products, jam, sauces, chocolates, confectionnaires, industrial gases (liquid nitrogen, oxygen, argon, etc), blow moulding of plastic containers and paint manufacturing.

His last 11 years of his working experience was with a multinational insurance company where he received further training in the area of Fire Engineering from an insurer perspective, started as the Risk Engineer and retired as the Risk Manager of the MNC insurer. Currently he is  the committee member of the Building Services Technical Division and member of the Fire Advisory Board of the Institution of Engineers, Malaysia. He has a degree in Mechanical Engineering from the University of Canterbury, New Zealand and a Management Diploma from New Zealand. He is a Professional Engineer registered with the Board of Engineers, Malaysia and a Fellow of the Institution of Engineers, Malaysia (IEM).  He spoke in many public seminars both for the insurance industry, Malaysia Fire Protection Association and the Institution of Engineers, Malaysia.
