SYNOPSIS
The evolution and progression of the construction industry brought about by the advances in technology and rapid digital adoption have rendered the Standard Method of Measurement (2nd Edition) (2001) or SMM2 obsolete. In order to be in tandem with these changes, a full overhaul of the SMM2 to suit this new environment would lay the foundation to uplift the QS profession to face the new challenges.
In 2017, RISM set up a SMM sub-committee headed by Sr Chin Keh Liang to undertake the overhaul of SMM2 which was eventually completed in early 2021. This overhauled SMM2 is more appropriately named ‘MySMM’ and is now for sale from RISM.
MySMM have included the following functionalities: -
1. BIM-friendly, which involves the simplification of measurements, reduction in measurable items, simplification of item descriptions and guideline as to the specific information to be shown in 3D models; 2. Rules governing measurement of modern technologies, such as Industrialised Building System (IBS), curtain wall system, etc. 3. Codification and standardization of item descriptions to facilitate digitization of the bill of quantities production; 4. Provision of guidelines for the drafting of ‘Preliminaries’, ‘Specification’ and ‘Preambles’; and 5. Tabulated format for the ease of creation and codification of items descriptions
This paper aims to explain the above functionalities by referring to the relevant parts of the MySMM.
SPEAKER BIODATA
Sr Chin Keh Liang graduated from Heriot-Watt University, UK with a B.Sc. (Hon) degree in Building Economics and Quantity Surveying in 1977. He is currently a Fellow of both RISM and RICS. During his stellar career that spans over 40 years, with experiences in both public and private sectors in Malaysia, he co-founded JUB Central Sdn Bhd (JUBC) and Perunding PCT Sdn Bhd (PCT) in 2002 and 1992 respectively. Today, he remains as the director of JUBC and acting as the advisor to PCT. He is presently a member of PAQS BIM Committee and the leader of the RISM task force responsible in drafting MySMM to replace SMM2 for use in Malaysia. He is also the brainchild of Elemental Design Analysis (EDA) – a revolutionary approach to cost estimates and cost planning, and a frequent speaker in seminars, PAQS’s Congress, workshops etc on EDA and MySMM.
