SYNOPSIS

Various type of chemicals is now being widely used throughout industrial sector including Small and Medium Enterprise (SME) to support product demand and economic growth for years to come. However, workers’ health is at stake with the absence of guidance on implementing risk assessment by the employers. With minimum expert’s involvement, Simple Risk Assessment and Control for Chemicals (SiRAC) issued by Department of Occupational Safety and Health (DOSH) is a crucial tool in assisting employers to understand the scope of the assessment which shall contain the nature of the chemicals hazardous to health, exposure potential arising from the use of chemicals hazardous to health and the measures and procedures required to control the exposure of a worker to chemicals hazardous to health. Successful implementation of this assessment will help an employer to control exposure and comply to legal duties since SiRAC addresses some of basic requirement of USECHH Regulation besides significantly minimize occupational accidents and occupational diseases in industrial sector.

BIODATA OF SPEAKER

Ts. Hazlina binti Yon has wide experience in the field of Occupational Safety and Health specifically in Chemical Management and Industrial Hygiene since joining the Department Occupational Safety and Health in 1994. Her educational background are as follows:

1. Degree in Chemical Engineering with Hons, University of New South Wales,
    Sydney, Australia (1991)
2. Master of Science in Occupational Safety and Health (Chemical Safety),
    Universiti Sains Malaysia (2007)

Her experiences include conducting risk assessments, promulgate various occupational health related guidelines, Code of Practice, manual CHRA 1st Edition, CHRA 2nd Edition, drafting various regulations such as Classification, Labelling, and Safety Sheets (CLASS 2013), USECHH etc. She was also appointed as a director in the state of Kedah before joining Chemical Management Division in May 2018. Presently, she is the Chemical Management Division’s Director. She is responsible for the classification of chemicals submitted as inventory under the CLASS regulations and strategizing enforcement strategies in complying to the USECHH Regulations 2000 and the CLASS Regulations 2013. She is also in charged for the issuance of approval to training providers on chemical management related field. Below are various management committees that she holds currently:

   Chemical Hazardous to Health 202X
2. Chairman of Drafting Committee on Occupational Safety and Health
   (Prohibition of Use of Substances) Order 1999
3. Chairman of Drafting Committee on Occupational Safety and Health
   (Classification, Labelling and Safety Data Sheet of Hazardous Chemicals) Regulations 2013
4. Chairman of Drafting Committee on Occupational Safety and Health
   (Use and Standard of Exposure of Chemicals Hazardous to Health) Regulations 2000
5. Co-Chairman of Drafting Committee on Industry Code of Practice of Chemical Classification
    and Hazard Communication 2014
6. Chairman of Strategy 3 Committee for Occupational Safety and Health Master Plan 2021 – 2025
    (OSHMP 25)
7. Chairman of High Impact Occupational Safety and Health Research Project Committee.

Due to her outstanding commitment given in her line of works, she has been appointed as Subject Matter Expert by Public Service Department in Strategic Planning OSH Policy (Health) and awarded with Pingat Perkhidmatan Cemerlang (PPC) in 2020 from Ministry of Human Resource.

During the Movement Control Order, she is involved in drafting the SOPs for the Ministry of Human Resources, involved in the drafting of Weekly and Daily report in compliance to the SOP by various sectors. Actively involved in webinar and engagement with industries on issues related to Covid-19
