SYNOPSIS

This course aims to provide participants with an overview understanding of offshore facilities decommissioning around the world especially Malaysia. Decommissioning is an eventual activity that all oil operators have to undertake at the end of the facility’s lifespan and each country has special provisions for Decommissioning & Abandonment in its field management. This course will focus on the laws, regulations, standards and decommissioning alternatives which are available. It will also discuss the environmental and waste hazards associated with such activities and how proper mechanisms should be in place to reduce the impact of decommissioning to the community and country.

The course aims to achieve the following objectives:

•  Provide participants with an introduction to oil and gas and the jargons in the field
   of O&G and decommissioning
•  Provide participants with an overview of decommissioning activities and its various
    technical / commercial alternatives
•  Provide participants with insight on the different laws, legislations and regulations
    affecting decommissioning and its importance
•  Provide participants with understanding on the consequential waste management
   and necessary environmental standards that govern the decommissioning process

At the end of the course, 3 main questions will be answer :

1. Provide an overview of offshore decommissioning activities
2. Understanding the standards, law and guidelines that govern decommissioning
3. Clear understanding on the waste management criteria and environmental standards
    as a result of this end-of-life activity


BIODATA OF SPEAKERS

1) Assoc. Prof. Dr. Noor Amila Wan Abdullah Zawawi

Assoc. Prof. Dr. Noor Amila is currently the Director of the Institute of Sustainable Building (ISB) at Universiti Teknologi PETRONAS (UTP). She is currently leading research on decommissioning of offshore platform at the Offshore Engineering Centre, UTP, and under the ISB, she is focusing on construction management and sustainability, i.e. low carbon and green building initiatives at the Center for Urban Resources (CUReS). She provides numerous training on decommissioning to the industry in Malaysia, South Korea and Netherlands, working closely with various industry/university. She works with non-profit organisations and NGOs i.e. Malaysia Structural Steel Association (MSSA) and MOGSC. Since 2015, she has been appointed as Chairperson for Rigs.volution Working Group in MSSA (a joint initiative between UTP - MSSA – CIDB), and Council Member for MSSA since 2017. She is active in SPE Decommissioning events. She is listed in the National Industry Expert Directory as a Panel member for the National Occupational Skills Standard (NOSS) for Oil & Gas, by the Department of Skills Development, Ministry of Human Resources Malaysia. Dr Amila has published over 70 articles on her research findings, and passionately championed development of local capability in decommissioning. She has been invited as speakers on decommissioning at local and international sengagements since 2013. She obtained her MSc and PhD from Malaysia in Building Engineering and Built Environment.


2) Prof. Ir. Dr. Mohd Shahir Liew

Professor Shahir has been practicing in the construction and offshore industry for 23 years, he is now the Deputy Vice Chancellor Research and Innovation (DVCRI) at Universiti Teknologi PETRONAS (UTP), Malaysia in charge of the business development portfolio and catalyzing the research ecosystem for accelerated growth. Professor Shahir aspires for a better tomorrow in Malaysia through the approach of sustained growth in niche capabilities and high-end knowledge areas. He believes that these are crucial for the country to reach developed nation status and strongly advocates for the scientific and engineering community to always add cutting edge dimensions to their set of capabilities and competencies. Professor Shahir throughout his career has spearheaded several strategic initiatives in the area of competency development including being one of the pioneering groups in Malaysia to develop wind engineering competencies and was the Chairman of the National Standards MS1553 Wind Code in 1999. In this time in the Malaysian Oil and Gas Services Council (MOGSC), he has served as the Chairman of the Competency and Training Working Group identifying critical industry gaps in the oil and gas industry. His continued service as the Honourary Secretary has also seen his leading participation in the Human Resources Development Fund (HRDF) for the National Occupational Skill Standard (NOSS) and Sectorial Training Committee (STC-17). He is also the current Fellow of the Energy Institute Malaysia and is closely overlooking the development of niche professional accreditation tracks in Malaysia for engineers in the energy sector. Professor Shahir graduated summe cum laude in Civil Engineering from Texas Tech University (USA) in 1983 and subsequently fast-tracked towards the completion of his Ph.D in Civil Engineering in 1988 from the same alma mater.


3) Ir. Dr. Lim Eu Shawn

Ir. Dr. Lim Eu Shawn obtained his Ph.D in Civil Engineering from Universiti Teknologi PETRONAS (UTP), Malaysia in the areas of offshore engineering with particular emphasis on metocean, seismic engineering, offshore design and asset integrity. He is currently the Head of the Offshore Engineering Centre, UTP (OECU). He actively engages with various major oil and gas corporations on technology development and specialist consultancy solutions He also engages in active competency building in the offshore engineering industry and has previously engaged in training programmes via MSSA and HRDF. He represents MSSA in the development of national offshore structures code MS ISO 19901/2 and is a Chartered Engineer of Energy Institute . He is also an accredited trainer recognized by the Malaysian Human Resource Development Fund (HRDF). He actively seeks collaboration opportunities within the oil and gas fraternity through value enhancement and innovation of technologies via university-industry partnership models.
